Policy Principles
Note: BDC Title 4 – This section of the Bend Development Code lists the application requirements and procedures for obtaining permits required by the code. Four types of permit procedures are covered: Type I (non-discretionary, “ministerial” decision); Type II (discretionary, “administrative” decision); Type III (discretionary, “quasi-judicial” decision with public hearing); and Type IV (“legislative” decision by City Council).

Policy Principles
- The primary role of the neighborhood association is to provide its members and area residents with as timely and factual information as possible relative to development affecting the Neighborhood, so that residents may be better informed to act as individuals, groups or through the NA to comment on development matters.
- The Board of SWNA, through its Land Use Committee, will engage on development issues as needed, to clarify project descriptions and analyze potential impacts and mitigation measures, in order to provide accurate information to the Neighborhood.
- The Board will consider recommending modifications to, or commenting in support or opposition of development proposals where:
- Member input has been solicited, or
- Broad community interests are at stake which could affect the long-term well-being of the Neighborhood or City as a whole.
- The Board will not take positions on development proposals related to specific individual, personal development or design concerns, except where the Board believes a significant principle or precedent is being set that would affect the Neighborhood and future development outcomes.
- Land Use Committee members will evaluate each development notice sent to SWNA in the context of the Policy Principles and post the proposed notices on the SWNA Website.
- The Land Use Committee may post on the website an analysis of any development proposal, but will focus written analysis on Type III (discretionary, “quasi-judicial” decision with public hearing); and Type IV (“legislative” decision by City Council) as described in Title 4 of the Bend Development Code.
- Additionally, the Board will email notices of Type III and IV development proposals to the membership, seeking input for the Board’s consideration in providing formal comment, where it believes the proposal may affect broad community interests.
- The Board may recommend modifications to a development proposal or provide comments in support or opposition, consistent with its Policy Principles. The board may act in this regard absent significant comments from the membership.
