Erik Moberly, SWNA's Chair, called the meeting to order at approximately 6 PM. Erik discussed the roles and responsibilities of the association, along with some of its high-level goals.
Members voted by voice and approved a change to the SWNA bylaws to allow for staggered two-year board terms. The four directors who have served the longest would be re-elected to one-year terms, while the remaining members would be elected to two-year terms. Thereafter, all terms would be for two years, with five elected one year and four the next. The new bylaws are posted on the website.
Members submitted written ballots to elect directors. The eight current members of the SWNA board were reelected. The ninth position is open and will be filled by the board. The tally results were as follows:
Candidates for 1-year terms:
Bill Moseley, Bend City Councilor and liaison to SWNA, discussed the opportunities and challenges associated with Bend’s rapid growth, including the roughly $1 billion in needed improvements to roads and other transportation infrastructure. Other topics discussed included affordable housing, system development charges (SDCs), and ways for Bend residents to get involved and have their opinions heard. A brief Q&A session followed with topics including affordable housing, civic involvement, district elections, and the east and west side divide.
Colin Stephens, planning manager for the City of Bend, described the long-term development plans for the Summit West neighborhood, including the Westside Transect Zone (in the county) and the four master-planned areas that will be annexed to the City. He mentioned that Skyline Ranch Road between Skyliners and Shevlin Park Roads may not be completed for 10 or more years. A brief Q&A session followed with topics including the Transportation System Plan and zoning and code changes aimed at increasing affordable housing.
Robin Lewis, transportation engineer for the City, provided a status report on the Neighborhood Street Safety Program. City staff is reviewing the 25 projects that were selected in order to provide additional details and cost information to the Neighborhood Leadership Alliance (NLA). The NLA will prioritize the projects citywide by Jan. 31, 2020 and a final recommendation of projects will be made to the City by May 31, 2020. Project types that received the most requests for support within the SWNA include crosswalks (40%) and speeding (29%). The top 2 project types submitted by SWNA to the City for consideration include crosswalks and infill sidewalks.
