Items Discussed:
City Updates - Bill Moseley
- Bend City Council voted to take the Transportation Bond off the May ballot. Public health concerns are the main priority at this time. Economic conditions will be re-evaluated in June and the Bond may be added to the November ballot.
- Contraction of the City Budget is expected due to a decrease in revenue resulting from COVID-19 regulations and restrictions.
- The City is consolidating and updating multiple outdated software systems into one new system called CityView Online Permit Center. It is expected to launch in the first half of 2020.
- The NLA has asked if the SWNA Board has any feedback about the top 8 projects that were selected. The Board had no feedback.
- No update. Meetings have been canceled.
- Unspent Neighborhood Association funds are rolled over each year and allocated as grants for special projects. The amount available will be determined at the end of the fiscal year, which was extended to August 30, 2020. The Board had questions about what the funds could be used for and Erik agreed to follow-up with an answer.
- Discussed adding bios to the website and board members were in favor.
- Bill suggested we focus on increasing membership and participation and the board members agreed. Neil confirmed that SWNA has budget funds available for communication. Ideas discussed included streaming meetings so the public can easily participate, posting on Nextdoor, and creating a list of meeting topics and speakers to increase interest and engagement.
- Discussed finding locations of existing SWNA street signage and ordering additional signs.
- City Council voted to annex the Pahlisch Treeline land, allowing the development to move forward.
- Bill attended a City of Bend Stakeholder Group meeting where HB 2001 was discussed. Single Room Occupancy Developments (SROs or micro units) would be allowed under the code changes as an option to address homelessness and affordable housing, but would be allowed on all residential properties.
- Community Emergency Response Training (CERT) took place in January and attendance was good with 45 people getting certified. 10 of those attendees will comprise a team for SWNA.
- There is money left in the budget for communications.
- The board decided on how expense reimbursements would be handled. Board members requesting reimbursement for out-of-pocket expenses should complete the Reimbursement Request Form and obtain a signature from either the Treasurer or Chair.
Agenda topics for next meeting
- Awareness campaign to discourage feeding of wildlife.
- Discuss joining efforts with other NAs for a grant proposal for a Wildfire Evacuation Plan communications project.
- Create list of topics and guest speakers for future meetings.
