Items Discussed:
Summary of applications submitted
- 362 total applications were received. Some were ineligible, referred to a Citizen Service Request (CSR), or transferred to other neighborhood associations. Final count for SWNA is 26.
- Many applications overlapped and/or had similar proposals. These were grouped into like issues, as follows. (See NSSP Application spreadsheet attached below.)
- Safe Routes to School
- Mt Washington Dr Crosswalks & Speed Calming
- Skyline Ranch Rd Crosswalks & Speed Calming
- Flagline Dr Speed Calming
- NWX Crosswalks & Speed Calming
- Valhalla Speed Calming
- Missing Sidewalks
- Misc.
- Three members of the public voiced concerns within their neighborhoods and spoke in support of proposals. Comments were received for the following locations:
- Celilo & Shevlin Crest (missing sidewalk)
- Intersections of Mt. Washington and both Polarstar and Nordic (need for pedestrian crossings and speed calming)
- Skyline Ranch Rd. at Chardonnay, Merlot, & Shevlin Meadows (crosswalks, bike lanes, speed calming)
- Two board members discussed what they knew about the following locations:
- Flagline drive (two serious injury accidents due to speeding)
- Valahala (need for speed calming on subdivision streets)
- Conversation followed about various steps the public can take to improve neighborhood safety, including filing Citizen Service Requests and Code Enforcement complaints with the City, contacting City Council, contacting the Bend Police Department, and parking cars on both sides of the street to slow traffic.
- NLA has the following prioritization criteria:
- Issue Clearly Identified/Demonstrated Need
- Potential to Improve Safety
- Increases Biking & Walking/Enhances Neighborhood
- Data Support
- Project Support
- SWNA board members proposed the following additional criteria:
- Protecting children, particularly in locations with a high volume of kids (near schools, parks, etc.)
- Crash data (from City map)
- Risk to life and the population at risk (use available data, consider volume of pedestrians and vehicles and vulnerability of pedestrians, such as school children)
- Cost effectiveness
- Each attendee was given colored dots and asked to rank their 1st (blue), 2nd (yellow), and 3rd (green) priority groups using the criteria previously discussed. Points were then assigned using the following scale:
- Blue = 3 pts.
- Yellow = 2 pts.
- Green = 1 pt.
- Safe Routes to School: 27 pts
- Mt. Washington Dr Crosswalks & Speed Calming: 5 pts
- Skyline Ranch Rd Crosswalks & Speed Calming: 3 pts
- Flagline Dr Speed Calming: 5 pts
- NWX Crosswalks & Speed Calming: 3 pts
- Valhalla Speed Calming: 0 pts
- Missing Sidewalks: 17 pts
- Misc. (Monterey Pines; Skyliners Rd.): 0 pts
- Projects within groups 1 and 7 received the most votes. Jill will ask about combining applications at the 10/8/19 NLA meeting. Further discussion may be needed in order to narrow it down to two specific projects if combining applications is not allowed.
- The group consensus was to initially present areas of concern (e.g., speeding on Mt Washington, safety of kids near schools) to the NLA rather than specific applications. The emphasis will also be on presenting the issue/problem rather than a specific solution.
