▪ Role involves: posting to Facebook and other sm outlets, monitoring email for city
notices, and posting pertinent information to the webpage.
o Suggestion made for hybrid meetings in the future (i.e., in-person and through Zoom) –
starting with October 2021 meeting
▪ Meeting times (i.e., 4-6pm) can be adjusted as needed
▪ Suggested meeting spaces: Collective co-working space on Crossing Drive,
board room behind Summit High School (through Nicole’s Embark contact)
▪ May be more engaging, but important to offer Zoom option to those who cannot
make or are uncomfortable with in-person meetings
o Annual Compliance Report Form
▪ Due on July 30, 2021
▪ Erik M. to submit to city – yearly form, will reach out to board with any questions
•
Guest Speaker: Talline Development and Relocation of High Voltage Power Lines
o Concerns over relocation of high voltage power lines were presented by two community
members – Rick Heath and Randy Eaton(?)
o These concerns were raised initially to the Northwest Crossing Developers
▪ Acquiring 74 acres of land where Shevlin Sand and Gravel meets Shevlin Park Road
o Plans for the development are currently in the preliminary proposal phase and final application phase, but show:
▪ Over 200 lots for homes to be developed (i.e., townhomes, commercial spaces, etc.)
▪ 69,000-volt power line overhead realignment which would:
•
•
•
human health effects, fire hazards, and devaluation of property
▪ Existing homeowners not previously impacted by these factors and should not be
at the expense of development o Potential solutions:
▪ Bury this portion of the power line – developer indicated verbally that this is not possible (most likely due to associated costs, not logistical constraints)
▪ Do not pursue power line realignment if developer reluctant to move the line underground
o Overview of process
▪ Development is in preliminary proposal phase
▪ Next step for developer would be final application phase ▪ City staff review of plan
▪ Then 2-week comment period
directly impact 9 existing property owners on Chardonnay Lane and Wyndham Loop – power line would be ~20-25-ft from property enter the 74 acres at Wyndham Loop, travel diagonally through the property, and exits at Shevlin Bluffs
a 50-ft easement to be put in to allow for the voltage line
o Concerns about the proximity of these power lines to homes include considerable
•
Would like to have a letter from NA on file before period o Suggestions from Board to presenters:
▪ Reach out to City planners concerning history of underground power lines in surrounding developed areas and other context
▪ Engage other property owners in affected area to sign/ support any letter/ comments to be filed
▪ Be on the lookout for pre-application meetings with developers to gain a better understanding of the City’s position on the issue
▪ Work with Erik M. to draft letter of support o Suggested contents of requested letter
▪ NA to ask city to carefully consider alternatives, listen to neighborhood concerns, and do not discount these concerns in favor of increasing property values of lot that don’t currently exist
▪ Ask consideration to be made to the devaluation of existing homes, human health risks of existing residents, and fire risks posed to existing community
▪ Broad statement suggesting that realignment of power lines over existing communities is a bad idea in general and should be taken into consideration burying power lines moving forward – use this specific instance as an example
•
▪ Do not want to say “until you bury all lines in areas the lines already exist” Bill B. Discussion on Letter Endorsement to Planning Commission City is currently going through process of coming into compliance with HB2001
▪ State law passed 2019
o Letter currently drafted represents missed opportunities on part of the city
▪ Need to restructure table in Comprehensive Plan that sets minimal requirements for housing mix in new master plan areas
▪ New developments will be built in expansion areas – not enough vacant lots in city to support growth
▪ No changes are being proposed to the table except the addition of duplexes, triplexes, and quadplexes to the list of home types that can be building the “housing mix category”
o Letter suggests the following:
▪ Separating the housing mix category into two: middle housing and multi-family
units/ apartment buildings
▪ set separate targets for the two categories
▪ Suggest increasing target of RS zones from 10% to 15-20% (not enough middle
housing being built)
o Concerns fueling the submission of the letter
▪ Developers seemingly doing the minimum expected of them, specifically satisfying minimum with apartments not different housing types
▪ Lack of housing heterogeneity can lead to “housing ghettos,” which is one of the main drivers of HB2001
o Encouragement to members of NA and the Board to submit letters outlining their concerns outside of the aforementioned letter
▪ Other concerns raised about short-term rentals, the update to code BDC3.6500, and limits on the size of houses in comparison to lot size
•
▪ Letters should be concise as they often skimmed by the city
Several updates/items (below) were not discussed – meeting cut short due to technical issues
o Neighborhood Leadership Alliance (NLA)
o Neighborhood Association Round Table (NART) o Outreach / Communication
o Certain Land Use Topics
o Neighborhood Safety
o Website/ Social Media
o Treasurer
o Agenda Items were not suggested for next meeting
