The Sounding Board to House our Neighbors is recommending a proposed package of amendments to the Bend Comprehensive Plan and Bend Development Code (attached) for three permanent shelter types (Group, Multi-Room, and Outdoor) and two temporary shelter types (Temporary and Hardship Housing). The proposed plan amends the development code to allow temporary housing and/or shelters in most neighborhoods (specifically, NorthWest Crossing; the Central Oregon Community College Special Planned District; and Treeline. "Hardship housing," as defined by the proposal, includes "manufactured dwellings ,manufactured homes, manufactured structures, mobile homes, or recreational vehicles." The plan also permits temporary shelters in "residential zones, commercial, mixed-use and public facilities zones, and light industrial districts."
