Public HEarings on code changes affecting public notifications

The NLA submitted to the City Council proposed amendments to the Bend Development Code that affect public participation in land use processes. The proposed changes would have:
  • Increased the notification period for required pre-application neighborhood meetings from 14 to 21 days.
  • Increased the period for public comments on Type II applications from 14 to 16 days.
  • Required that signs posted on the property remain up throughout the public comment period.
  • Increased the radius for providing mailed notice for Type III applications from 250' to 500'.
Based on objections from developers, these changes have been amended to the following:
  • Notification of required pre-app neighborhood meetings will be both emailed and mailed 15 days prior to the meeting (the current time requirement).
  • Notice of a Type III application will be sent to all properties within 500' of the project.
  • Signs posted on the property must remain up throughout the public comment period.
  • Posted notices must be located within 10' of an "abutting public way".

Public hearings on the proposed amendments will be held:
  • before the Planning Commission on Monday, Jan. 11th, during the regular meeting beginning at 5:30 p.m.
  • before the City Council on Wednesday, Jan. 20th, during the regular meeting beginning at  7:00 p.m.

Note that the code amendments include a change to Chapter 2.3 to permit small animal veterinary clinics in Mixed Employment zones.
